Rugby Tennessee Connection to Weaver and Eicher Families of Ohio Photos 1931-32

I recently found a green album from 1931-2?,  in Noah Elwood Weaver's photo archives. And on page  4,  is this unlabeled photo in what I think is a cemetery near Rugby TN.  My grandmother, Edna Eicher Weaver is on the far left with her taller, 6'1-2" older sister, Esther Emma Eicher next to her, with a dog in front, a blurry wagging tail I see.  Await ID of other woman by the open book grave marker. George Zepp, a historian of Rugby emailed me "You can say the cemetery shown is Laurel Dale Cemetery in Rugby (the only cemetery here). The gravestone showing an open book is at the grave of Margaret Hughes, founder Thomas Hughes' mother"  Thanks George for your kind assistance.
Ohio Car, with dog on the right, in a wooded area with a fence on the left.  Likely Rugby TN wooded area. P 4, Noah Elwood Weaver, green album 1931? "I love the photo of the car on the old cemetery road! I'll try to copy those if I can from the blog.  Best wishes, George"

NORRIS DAM CONSTRUCTION.  -  1933 - Completed 1936.

I am wondering the photos of the dam below were from different visits. There are no dates and I am curious whether Noah Elwood and Edna Eicher Weaver made several trips to Rugby TN over time.
The cousins were from the Bohlender lineages , Margaret  married Franz Eicher in Cincinatti and Fredrick B Lender married Barbara Bohlender, both around 1845 I recall.  The daughter of the Fredrick Lender and Barbara, married an Oberhau.    So Esther and Edna were grand daughters of Franz through Henry Eicher son of Franz.   And the 3 Oberhau sisters,  Lydia (M Arthur Pfau), Jennie (m James Lourie) and Nellie Tsunelda (m Charles Brooks) were granddaughters of Fredrick Lender and Barbara through Emma Oberheu, the second wife of Louis Charles Oberheu, and thus cousins.  (according to my humble research :-)   So that is who the Eicher Weaver's visited in Rugby back in the day
